Board of Trade to Foreign Office.--(Received July 4.)
Board of Trade, July 3, 1908,
I AM directed by the Board of Trade to acknowledge the receipt of your letter of the 18th June transmitting copy of a despatch from His Majesty's Minister at Peking with further reference to the levy by the Viceroy at Canton of an additional "licence duty" of 4 per cent. ad valorem on prepared opium.
The Board note that His Majesty's Minister at Peking, to whom their letter of the 11th January last has been referred, is of opinion that it is inadvisable at present to raise the question of the powers of the Provincial Governments to levy licence fees on opium, and that it is suggested that further action in the matter should be deferred until the proposal for increasing the duty on foreign opium is revived by the Chinese Government.
In these circumstances, and subject to any observations which the India Office may desire to offer on the subject, the Board do not for the present desire to press their objection to the manner in which the licence duty is being levied by the Cantonese authorities.
